Problem in buying App

tried to buy an app but unable to purchase getting error message as 428398: Operation not approved
please give me solution or any other payment method like paypal ?

Hello,

That happens when your card is not open to international transactions. You can ask your bank to allow that and/or use another card.

Unfortunately, PayPal won't be available.

I spoke to them they said since this payment ( site ) doesn’t provide OTP for the payment it’s banned , but on request they have lift the band for limited time , but still unable to purchase so they ask to contact web site owner

again problem i tried to purchase inventory , Double Entry, Estimates ,and another two apps unfortunately again same issue as i mention above from bank end all the restrictions lifted please give me another solution its top urgent
