CSS and JS not Working

I have installed the setup in my local System and database as well but my css and js is not getting apply

Make sure the link tag is at the right place
If you put the tag inside another valid header tag like or tag, then the CSS won't work. The external style CAN be put inside the tag, although it's recommended to put it in the tag to load the style before the page content.

For JS
On the browser menu click on the "Edit" and choose "Preferences". In the "Preferences" window choose the "Security" tab. In the "Security" button section "Web content" mark the "Enable JavaScript" checkbox. After that click on the "Reload the current page" button of the web browser to refresh the page.
