ok not bleeding obvious and not shown at all in the docs but I tried
php artisan module:publish FooBar
and now things seem to be working - or at least I can find things..

Not sure if you can get away with simply dropping this into your modules folder, about to find out, but you do need to do a module:publish after copying things in
OK, this seems very fragile..
I started again with a new module created.. created things the same as the FooBar code..
and we got back to Class does not exist error again..
Things I noticed - attempting module:install XXX 1 fails complaining about empty code
everything else gives no hints as to what is wrong..
