Can I remove all "deleted" items from database?

I'm running the onpremise version and I've noticed that, when I delete any kind of item, its record in the database is not actually deleted. Instead, the column "deleted_at" is filled with the current datetime.

Is there a way to actually delete those items from the GUI, to clean up?
If not, is it safe to actually delete all these records from the database via SQL?
