Email scheduling (Cron Job) not working

We have installed the akaunting package in ISPConfig which is in Ubuntu-Server18.04 having PHP Version 7.2.24.

After successful installation Cron Job script is not running and email not generating from akaunting application.

We are running the below script to run Cron Job:

"php /var/www/clients/client2/web21/web/artisan schedule:run >> /dev/null 2>&1"

Kindly let us know the issue.

I am facing the same issue on Windows server. I have never seen any email out as an alert.
