Error when loging using new account and new role

I created new user (Name: Client A ) and I made a new role (Name:User of our firm client), the role for this user is only he can read but when login using this username giving me the error attached to this ticket
Also I need to make a role and assign it to a user that he can read and he can only make invoice without giving access to send email option so it will not be reflected in the related accounts in the trial balance

I encountered 403 login issue with new user with a new role. It is because the new role did not check "Admin Panel". I cannot even login as Admin, will also get 403. Have to clear cache to login as Admin to set new role. Very confusing with role setting. Hope there is more information on this.
