India - Date format

What changes shall I make to display date in Invoice and Bill as

31 12 2018 instead of 2018 12 31 ...

I have already changed the localisation ssettings, time zone  to Kolkata & date format as 31 12 2017 but no changes are observed.

I have already changed the localisation settings, time zone  to Kolkata & date format as 31 12 2017 but no changes are observed.

I face this issue on

1. Incomes -> Invoices -> Invoice date , due date.

2. Expenses -> Bills -> Bill Date , due date.

Also Bills Payment is not working, but that is a separate issue.

Also While insert / edit image option in message is not very clear. How can I upload an image to this message so understanding support task become clearer.

Contain proportions - which is a check box. Now I need to upload image of settings page stored in local drive in jpg, png format. Please guide.
