I created a new role and check permission, but after that on user page editting. This role not shown for selection. I only see the only one role "manager' please kind ly support

Make sure you've not selected the Read Customer Panel permission.

I stand to be corrected but user need to be admin in order to see the role option. I user is manager then the role is not visible.
