SMTP on Cloud Instance

Why does SMTP work on a Private instance but not on a cloud instance?
On cloud it does not even try to send by smtp.
Is there a fix for this?
Would I have to purchase an app?

You cannot do custom SMTP on cloud instance. You must run your own instance.
