User Roles

I have installed latest version 1.3.10. I have created one company and wants to assign new user with "Manager" level role.

 

But at the time of new user creating only one role is appearing "Admin". Please guide.

This issue resolved through rights assigning but now manager is unable to create Invoice, billy and accounts.
