V3.11 adding payment in invoices.

When adding payment of invoice. The system is only accepting the amount before the decimal point.
EG When adding payment of invoice for £125.23. Only £125.00 is added with the £0.23 left outstanding.
Trying to make payment of the £0.23 results in an error.

I can confirm this major bug. For me, it goes:
1.) Hover over an invoice and click "Add Payment"
2.) Choose the method, etc and click "Save"
*** ERROR: Error: Payment not added! The amount you entered passes the total:

I know this is a very simple laravel validation issue ... but I don't know what file/line needs to be modified ...
