Make the dashboard widgets customizable

Currently, the dashboard widgets like Expenses By Category is not customizable, especially not resizable. Since the width is fixed, if we have many categories listed, then some of the category details and the chart itself will be hidden. See the screenshot here https://prnt.sc/hrgbvf

A solution to this is to make the dashboard customizable. This option could be from the global settings section or available to individual widgets.
