Vendor restriction by Role

I haven't seen vendor restriction by ROLE at the moment. I believe it might be a good feature which would allow certain type of users only to be able to create transactions against some vendors.

In my case, I want to allow my employee to enter payments against vendors for services rendered / goods delivered, but prevent him from creating a salary payment against himself (as a vendor which exists in the system).

Does anybody else feel the same or is it that I'm not using the application correctly?
