500 Error After Update to 3.1.5

After upgrading to 3.1.5 I get a 500 Error. I have verified file permissions (which usually solves this) but the error persists. Of note, I tried multiple attempts of doing the upgrade over the past month: every other time, it goes through the install process with the green progress bar but then just brings me back to the install page and gives me the button to upgrade to 3.1.5. Now today, I click the button, get the same broken loop, but when I reloaded the page, I got the 500 and nothing I do can fix it.

I turned on debug mode and got the following:
