Currency's Precision disappeared after update

Hello, I found that after upgrading to version 2.1.3, the precision setting on currency disappeared. I used to set it to 3 decimals and I can't edit it now. I also found another bug that when I edit a Bill from Purchases, all Price / Total values will be divided by 10: eg: 200 -> 20. Does anyone know how to solve this?

1. I will check requirements from server, and its ok.
2. Price Products per se don't change value. I'd verified the price from product, and it no change.
3. Everytime that is refresing the Bill, it change their price and also its calcule for net price ( without Tax)
4. I was used all types Taxes, and it works well.

So, maybe its from calculus in the script?
