Does akaunting supports offline deploy？

I have an server without internet。so I cannot verify api key，and even i insert api key to table ak_settings, the system still fail at every page, said "
Action Required
Not able to create a new user.
"

OK, after tracking code, program will send api_key to https://api.akaunting.com/plans/limits via header to fetch plans data, and data only store for 1 hour. No default plan in program code.
So the answer must by 'no'.
