install and run local

System Ubuntu 22.04
downloaded and extracted Akaunting_3.0.12-Stable.zip to /var/www/localerp
created an apache2 virtual host with server name localerp
when I put an index.html file in the localerp directory, the browser calls it but when I remove the index.html the installer does not start.
What am I missing?
