Install folder missing from 3.0.10 package

I downloaded zip package from your downloads section and after deploying the package using IIS, receiving error
http://localhost:8081/install/requirements not being found. I've confirmed that this folder is missing from the archive. Will you please look into it?

I can see that the github repo doesn't have install folder anymore either. That means the installation method for the platforms have been changed. Kindly point me to a recent document that explains the installation on Windows
