Update Check not Working

Im am trying to update from akaunting 1.3.18, but the check fails.

With the debugger on, i get the following error:

18:14:22] LOG.error: ErrorException: Trying to access array offset on value of type int in /var/www/vhosts/webdad.eu/accounting.webdad.eu/vendor/symfony/console/Input/ArrayInput.php:135

1.3.18 is very old and unfortunately, the update is not supported.

Thats the one linked on the Download-Page (in fact its 1.3.17)

Can i Export my Data and import it into the newest version?

Now, i am getting a similar error for the newest version: (https:///install/requirements)
Error: Ask your hosting provider to use PHP 7.3.0 or higher for both HTTP and CLI.

(but i am using version 7.4.1)

From the debug-log of the installation page:
