Where are the Users & Companies

I just did a manual install of 1.1 and I can't see where to add additional users or additional companies.  

what am i missing?

sorry, i found it. :)

I just added a user but he is not appearing on my user list and he has not been notified. I tried to add him again and the system refuses the same email.

How do we resolve this.
