Winsrv 2019 install hangs

trying to install in Winserver 2019 IIS10 with PHP 8.00 and MySql
i got the http-cli issues ... bypassed and it worked
now the damn thing hang on creating the database
i tried replacing localhost by the ip ... failed
I tried manually going to step3 ... failed (dosent find tables in the database)
